Across these authorities, a consistent set of concerns is emerging:

- Expanded attack surface, including prompt injection and unauthorized actions.
- Reduced predictability and effective oversight.
- Difficulty in tracing data flows across systems.
- Full accountability retained by institutions, regardless of system autonomy.
Taken together, these positions indicate a change in how AI systems are being assessed; from evaluating models in isolation to examining how systems behave in production environments. At the same time, while expectations are becoming clearer, practical guidance on how to operationalise control remains limited.
